Strange problem saving and opening TIFF files

Hello,

one of my users can not open TIFF files sent to him
through outlook. If you try to open or save it to another
location on the hard disk it comes back with a cant open
or save since it is read only. However if you send the
same file to any other user they have no problems opening
it. At first I thought it was a file association problem
and set tiff files to open up in the correct fax viewer
this worked for a bit but once again I am experiencing the
same problem. Anyone ever see this I have office 2003
with service pack 1 installed.
