In a consolidated project set up - how can I identify who has made changes
to inserted projects?

Netty,
You can't really, although Project 2007 does have a change highlighting
feature. I haven't used it so I don't really know if it would help with
a consolidated file. For Project versions 2000 through 2003, you could
use the "compare project versions" utility on each individual subproject
and see the changes that way, but the utility does not work on a
consolidated file.
