Subject & CC are missing in new email

A user is trying to send a new email but there is only
the 'To' line. The 'Subject' and 'CC' are missing. We
know that 'BCC' and 'From' can be added from the View menu
but 'CC' and 'Subject' are not there. Does anyone know
how to being these back? We're running Outlook 2000, SP3.
