Submit via Outlook Using Button

I have created a work order form that gets filled out by our Customer Care
Admin. She selects the trade partner that the W/O is to go to and their
information is filled out via a data connection to a list in sharepoint (the
form is published and submitted to the same site). There are two buttons on
the form - one to submit to the sharepoint forms library and a second which
(by way of a rule) submits the form via email to the trade partner. Here is
my issue - if I use this process flow, the trade gets the form as an
attachment (xml) and cannot open it as they do not have infopath. If I fill
out the form and hit file --> send to mail recipient --> and then follow the
prompts, it works as expected - the recipeint gets the html version displayed
in the reading pane in the email and the xml as an attachment.

Oddly, if I log in to the sharepoint site from a computer that is not
physically on our network (or on VPN), and follow the normal process flow,
everything works as expected. Am I missing something in the setup of the
rule that I created or is it in the form options? I have dug and dug and
have come up empty. Any help is greatly appreciated.
