If I change a folder into a subweb how do I link to the parent web - what
address do I use in the hyperlink properties?

Does it have to be its full address? because if I use its local address the
subweb would look for a folder within itself - wouldn't it?

Depends on relationship of subweb to parent (root or subweb above)
If the subweb is always going to stay relative to a parent web (or subweb), you can use relative links as external links - just
Insert Hyperlink and "browse" to your parent or subweb
If the subweb could move (or is not under the root you want), use absolute links
