Sounds like an interesting challenge

Some thoughts:

Can you group state together in any way to make changes?
If the Eastern states have some similarity, create a macro
called Eastern that selects those states. Any formula
you enter on one sheet will be entered in all of them.

Create a sheet called Data. Create one or more tables
that have relevant info. For example, TaxTable, then put
the formula on each sheet =vlookup
(sheetname,taxtable,relevant column,false), etc.

I developed a template...excel sheet + forms etc

etc....it has a lot of data and forms are used to pick
the data ask some questions and spit the output into
excel itself (Note : total template size is little less
than 1MB). Everything works fine....perfect...everyone
says WOW!!!!!

But i have a big problem. This was the one template i

developed (for one state) going forward i need a template
for each state with almost 80% things (data, forms,
questions etc same) ...One way is to copy the same base
template and make changes going forward for each state.
But wat i m thinking that if i had to make a change
common to all states i will have to edit n number of
templates ...plus maintainance is a big issue.
