Sounds like an interesting challenge
Some thoughts:
Can you group state together in any way to make changes?
If the Eastern states have some similarity, create a macro
called Eastern that selects those states. Any formula
you enter on one sheet will be entered in all of them.
Create a sheet called Data. Create one or more tables
that have relevant info. For example, TaxTable, then put
the formula on each sheet =vlookup
(sheetname,taxtable,relevant column,false), etc.

down load and install ASAP addin to make a nice index page
the data ask some questions and spit the output into
excel itself (Note : total template size is little less
than 1MB). Everything works fine....perfect...everyone
says WOW!!!!!

questions etc same) ...One way is to copy the same base
template and make changes going forward for each state.
But wat i m thinking that if i had to make a change
common to all states i will have to edit n number of
templates ...plus maintainance is a big issue.
