I want to put out a survey . After the poll closes, I want
the information in
a file so I can load that file into an excel spreadsheet.
Before I just start digging, I wanted to ask; What's the

What you are wanting is a fairly complex application. You could create it
yourself but there'll be a steep learning curve so you may be better using
one of the many on-line survey creators. Use you favorite search engine to
search for 'free web surveys'.
