Sync for OST not filling data? no errors 2003 Outlook

Hi, are preparing for a rollout to Office 2003 from 2002
and have noticed that the OST doesn't seem to be taking
data from the exchange server. It appears to be
synchronizing but after trying to use Outlook offline
reveals no data in folders that are checked for syncing.
I've tried to turn off "offline use" then restarted
Outlook then pointed it to a new OST (to be created) and
checked off some folders and still the same issue.

office is up to date as per Updates.
