tab button using Word 2000

When I press the tab button the curser goes forward. The same thing happens
when I press Shift + Tab. How can I get the tab to go in reverse?

Shift+Tab is effective only in tables (to go to the previous cell) or to
promote outline levels when the appropriate option is set. What are you
trying to accomplish with it?
