Go to recreate your TOC again. This time, hit Options. Make sure heading 1
is level 1, heading 2 is level 2, and so on. It sounds like Heading 1 is
level 2 and heading 2 is level 1....

I am creating a TOC and in doing so, my Section Headers (heading 1) are
displayed after the subsection headers (heading 2), does anyone know what I
can do to fix this? Thank you.
