Target frame

I have a webpage with a header, footer, contents, and target frame. In the
contents frame I have linkbar component for navigation. How do i set the
target frame for the linkbar? I think i have tried everything i have seen it
work twice. Must be magic i dont think it is possible.

Nav bars were not intended for use in frames
- all you can do is set a base target for the page in the head section for all links
<base target="framename">
