Task problem in outlook

Hi! I have a question about Tasks in Outlook. When I create a new task in
the "create new task" bar, I can type in all the filds except Notes. Why?

Then, I double click on the Notes field and the editing window opens.
Turkish is set as the default language. But when the editing window opens it
switches to English. Then when I close the editing window I need to switch
back to Turkish. Can anyone help me fix this so that I can type directly on
the bar or at least it won't switch to English when the editing window is
open. Thanks.
