"am surprised that no one has had this issue before". I've done a search,
but not found anything suitable...

On Outlook 2003 / Exchange 2003, if I receive a task, and then immediately
assign it to someone else (I don't accept it or decline) should it not then
show the person I assigned it to as the owner?

At present it still shows me as the owner, why? Once it's complete by the
person I assigned it too, it then changes and shows then as the owner...

As you don't own it, your edits don't take effect. Do it the way it works -
Accept it and then Assign it to someone else. That way your boss (who
Assigned it to you in the first place) knows that you are responsible (and
thinks you are the owner) you then Assign it on to another person and when
they complete it, your boss will think you did! Just like in real life -
you get the thank you and your staff did the work.
