<td> height problem

I've set up a page as a template, which my code copies, populates, and
saves. That process works fine, with one exception...

My page includes the html:
<td></td>
In the template, the height of this cell is essentially zero. But after my
code processes the pages, the visible height of this cell in the saved pages
can vary from about 5 points to about 30 points. (The html remains
"<td></td>".)

I've tried adding a height property of 1. I've tried inserting a 1-point
high bit map in the cell. But I've found no way to force this cell to remain
hidden.

Any ideas>

why is it even there??

I'm using a table with three cells to structure the page. The left cell has
the menu, the narrow middle cell is empty, and the wide right cell has the
actual page content.

The problem with this approach is that the menu text is above the page
content in the html. As a consequence, search engines return menu text
rather than content.

Therefore, to get around this problem, I've split the left-most cell into
two cells (by rows). The top cell is the "<td></td>". It's only a
placeholder. The bottom cell at the left contains the menu. In my template,
the placeholder cell is invisible. But I can't get it to stay that way.

Never mind. User error.

The height of the bottom cell on the left had been set to a numeric point
size. When I changed the height to 100%, the page acted as I expected.
