Telephone activation broken

Is this a 'REAL' Office CD, or a burned one? Sounds like the manufacturer is
installing same copy on multiple PC's! Who is the manufacturer?

This is a REAL Microsoft Basic Edition 2003 CD with the notice "For distribution with a new PC only." It was shipped with a new Dell machine, but installed on a different (from-parts) PC.

The real question here is why does pressing "Next" after selecting "I want to activate the software by telephone" make the Microsoft Office 2003 Activation Wizard dialog disappear? Can anyone imagine why this might happen? If I could get to contacting Microsoft about it, the other question would be answered...
