Template Operation Wont't Complete

I'm running Office 2007, I did not have this problem in Publisher 2003.

When I attempt to use a template, after selecting a new template, when I
click the 'Create' button I get a Publisher message; "Publisher cannot
complete the operation".

Can anyone suggest what my problem may be? I ran an Office Diagnostic test
and it discovered no problems, but obviously there is one. I can work with
my current files created from templates but I can't create any new ones.

Maybe a repair? Control panel, Add & Remove Programs folder, scroll down to the
beta, change, run the repair.
