"text flashing across page when loading"

Using Publisher 2003
Developed site on inspiron 600m then uploaded to server.

text from some text boxes will flash across the top of the screen when the
page is loading. What can I do to stop this from happening. It only happen
during the first load of the page. Subsequent loads displays OK. If I delete
all file from the tool/internet options and reload the page the problem
appears again.

Sorry, this is just the way that Publisher 2003 works, and I don't believe
there is any way to prevent it. The "problem" as you describe it, reoccurs
because you have emptied your internet cache and your browser is downloading
the page again.
