The add-in fldpub.dll could not be installed or loaded

User in my office gets this message in Outlook (Office
2000 Professional). Tried the Detect and Repair option,
but it doesn't work. Also tried to remove and re-add the
Netfolders in the Add-in Manager, but no avail.

I have already tried Method 2 on this article, but I will
try the other fixes and see if that works. Thanks.
