With regards to what circumstances?
I mean, if you want to do an animated presentation, Microsoft Publisher has
plenty of disadvantages to PowerPoint, but if you want to lay out and
prepare a brochure or newsletter for commercial print, Microsoft Publisher
has PowerPoint beat.

I think you are trying to compare apples and oranges. Publisher is a very
good program for preparing printed documents, brochures, pamphlets, even
books. Power Point is an excellent slide presentation program used primarily
in sales meeting and boardroom presentations.

What is it that you are trying to achieve?

And if you are doing coursework, I suggest first that you improve your
abilities in spelling and punctuation.
