The "File" button is missing from my Menu Bar.

My menu bar works in every way, except the "File" button is missing (hence
all the commands beneath it are missing). Some commands I can duplicate in
other ways (e.g. CTRL-P to print), but others I have no idea how to
duplicate. Can anyone help me restore the File button? Failing that, can
anyone tell me how to save a document from some other botton (clicking on the
disk icon saved a document, but I have no option of title, location, etc if
it is an internet download ... and other sorrows).
