The form required to view your message cannot be displayed

Windows XP Pro SP2
Outlook 2003 SP3

When trying to create a new calendar entry one of my users is receiving the
message "the form required to view this message cannot be displayed please
contact your administrator". Existing calendar entries can be opened, you
just can't create a new one.

I have tried:
1. Deleting forms cache through the button.
2. Deleting frmcache.dat and restarting outlook
3. Added the ForceFormReload key into the appropriate registry location.
4. Detect and Repair on Office 2003.
5. Removed/Reinstalled MS Office.
6. Creating a new outlook profile.

What else can I do? I can't find any additional steps to this on the
Knowledge Base.

I have tried the same things to fix this problem with getting it to correct the problem. Can you tell me how you did it?

How are you? Could you please help a little to share about "how you fixed it?"

I have done the clear cache using
tool options menu,
delete the cache file,
also enabled force reload cache registry
reinstall office 2003
deleted all mail profile and recreate them

all failed, same error still comes up when try to create a new item in
calendar.

Under Tools>"Other" tab>"Advanced Options..."button>"Custom
Forms"button>"Manage Forms..."button>"Clear Cache" press this and it
should clear up the problem...temporarily. It always seems to come
back. Just repeat when it becomes necessary.
