the language bar does not appear ...

I cannot switch between Russian and English because the language bar does not
appear on the task bar. I set everything right through the control panel
including the language bar. I can use Russian only if I set Russian as
default language. I have never had this problem before with the other
computers.
I use Windows XP Home Edition 2002.
