"the message has not been fully downloaded"

I hate receving this message when I try to open an email on my hotmail
account in outlook 2003.
I simply would like to open a simple email.
What is the problem?
Is there a way to solve this unundertsandable problem?

If you right click on an item do you have an option to download it fully?
