The reply template could not be displayed error

hi all,
i am trying to setup my public folder in a way that when it gets an email it
will auto reply to the sender and it will BCC me.
when i right click on the public folder --> properties -->Administration
tab -->Folder Assistant -->Add Rule -->then checking the Reply with option
and when clicking on the Template button i get this error "The reply
template could not be displayed"
I am using server & exchange 2003. anyone knows why i am getting this error?
