"This email has not been sent" outlook 2002

Getting this message on multiple users machine when they send an email
with an attachment. When the click the send button more than once it
will send it. Just wondering if there is a fix for this.

Runing Exhange 5.5 and 2003 in mixed mode
Running Outlook 2002

Happens for users on the 5.5 and 2003 exchange servers.
