This form cannot be browser-enabled on the selected site

I have created a fairly simple form to use in testing/exploring InfoPath
& Sharepoint as a possible toolset for recovering web-served surveys.
The form submits to a Sharepoint form library created for the purpose.
I've tried to leave the form browser- and backward - compatible.

Things seem fine for me (running Infopath 2007) when I access the
form library on my Sharepoint site, but I need others to gain access,
so browser- and Infopath2003- compatibility are pretty important.

In full, appearing in Infopath's publishing wizard, the browser warning
reads: "This form template is browser -compatible, but it cannot be
browser -enabled on the selected site."

Actually, I have two issues outstanding: the above and a maybe related,
apparent reverse-compatibility issue, for which the message from Infopath
2003 (when trying to open the file, which the compatiility checker has
cleared for earlier versions) reads:
"Infopath cannot create a new, blank form.
Infopath cannot open the form. To fix this problem, contact your [SA]"
and in the show details textbox:
"Form template: http//sharepoint.acadiau.ca/cord...[my form].xsn
The form template was created with a newer version of InfoPath.
This form template was created by InfoPath version 12.0.0."

This bit is unimportant if I can achieve a full browser-bundled solution.

Can anyone point me to some good information sources?
I expect this all means a service(s) or extension(s) is/are needed and not
present or running correctly (and/or I need to disable something within
the VERY SIMPLE form), but have no idea what to add/enable/disable.
