TOC settings do not save

Every time I update the table the tagged levels change. I
cannot get it to keep my settings. It continually wants
to tag Plain Text as a level 1 table entry. I have even
deleted this style but it keeps coming back.

Do you work with the Document Map on? One of its nasty tricks is to change
anything it thinks is a heading (short lines) to Level 1.

Why not build your TOC using styles instead of levels? Use Options from the
TOC dialog, uncheck the Outline Levels box, and make any modifications you
need to to the style - TOC level mapping (this has no effect on the
paragraph outline level, as seen in Outline view).
