Tool Tip area

Hi, I am currently making a booklet explaining tracheostomies using
publisher, I plan to deploy it as a webpage so it looks cleaner and so I can
use hyperlinks to different parts of the booklet. So far its working great,
what I would like to do though is have a tool tip pop up when you hover over
certain part of the text (I want it to state the references or appendixes you
can refer to) as it looks cluttered having them there all the time.

I have successfully tried using tool tips html code making it appear over
some text but I can't get it to work for a blank area that I can place ontop
of my text.

Basically I want to be able to have a tooltip appear when someone hovers
over a paragraph without having to place that paragraph into the html code.

I would look for a javascript solution. I googled for "javascript tool tips"
and found a bunch of links...here are two:

If the instructions call for putting part of the code in the head, you
cannot. But go ahead and try it anyway with that code in the body. Many
times it will work.
