Track Changes grayed out

Owner created a word.doc in 2007 and sent for review/comments. When owner
received word.doc back from reviewers, on REVIEW tab, TRACK CHANGES & ACCEPT
/ REJECT are grayed out. When you click on PROTECT DOCUMENT, there is a Stop
Protection button at the bottom of the screen. When you click on it, it
prompts for password. Reviewers verified they did not create a password and
only made edits/comments to version received from the Owner. The Owner did
not set up password protection for the document. If try to combine or
compare, also get the password prompt. Any suggestions how the original owner
can review the comments and accept/reject?
NOTE: Orginal document created in 2007, then saved in 97-03 compatibility
mode. The reviewers made their edits/comments in 2003...could it be a version
compatibility issue?

Have you updated to the Beta2TR release? Does the problem still manifest?
