Tracking Physical Assets and Project Members

The project I am trying to create requires these functions:

Track Project members: A member for a Task should not be available for another Task if that task overlaps the current task.
Physical Assets: Physical assets should not be available for another Task if that Task overlaps the current task.

Ideally, I'd like Project Members and Physical Assets to not be available
for selection based on Tasks they are assigned to. At the end of their
respective tasks, they would be selectable from a drop down menu. As well,
I'd like to create specific groups to manage the Project Members and Physical
assets seperately from a list of all included resources.

This project will deal with multiple Members and Assets on multiple tasks
that overlap. Please advise as to what would be the most efficient way to
handle a project like this one. Previously, I have used Excel with
"and/or/if" functions with "conditional formatting" to track everything. I'd
like to make the process easier.

Project does not disallow the allocation of a resource just because they
have been allocated to a previous task in that timeframe ... it does however
tell you that the resource has been overallocated (goes red in the resource
sheet) and you can use resource levelling and priorities to sort these
problems out.
