Tri-Fold legal layout

I'm looking to create a tri-fold brochure printed on legal paper. I haven't
found an easy way to specify this in publisher 2003. Am I missing something
obvious here, or should I just resort back to Photoshop / Illustrator?

Page setup, setup your printer first to legal, Publisher will reflect this setting if
you select custom in the page setup, select landscape. Arrange, setup your margins,
keep in mind your printer limitations, grid guides tab, 3 columns.
