Trouble installing Office 2003 on Vista Business laptop

I'm having a problem installing Office 2003 on a laptop I recently bought. I
bought the 2003 version because it was at the student discount price and
haven't installed it until now because I used the 2007 trial. I've recent;y
re-installed the OS and it's a fresh system.

When I try to install it gets about a couple of minutes into the process and
I get an error message making sure that I have access or if the mapisvc.inf
file exists. I looked in my System 32 file and the file does exist. I have
looked at a couple of threads and saw that you might need to right click the
file and "run as admin". I've tried this and still nothing.

Does anyone have any suggestions to help me with my problem.

Yes, I did a total reinstall of the operating system and the back up package
didn't have the Office 2007 files. It's not an S&T package but Office 2003
Pro sold at the student price, I guess they were trying to get rid of them in
anticipation of 2007.

Google reveals the following;
Check properties of mapisvc.inf
Security Tab
Advanced
Edit & make the new owner admin group

I dont have Vista, but it may also be a question of installing in a account
that has full admin privelidges

Still nothing, I've even got to the trouble of creating another user as
Administrator to see if I could install the program for all users and it
would not get me any further than my main user account. Thanks for you
responses, any more suggestions?
