trying to publish and I get..

I recently tried to update some minor stuff on my website and went go publish
and got this message.

The server could not complete your request. Contact your Internet service
provider or web server administrator to make sure that the server has the
FrontPage Server Extensions or SharePoint Team Services from Microsoft
installed.

For more specific information, click the "Details" button.

Clicking on the "Details" button will display a "403 Forbidden" message.

I also noticed that there is a conflict with my index page and can not
figure out what is going on.

Server extentions are working fine.
