Turn off permanently delete

Need to be reminded to do the following

How do I turn off permanently deleting items when delete
is pressed?
Items do not go into the deleted items folder.

Don't hold SHIFT or change your Recycle Bin options to move to the Recycle
Bin and not to permanently delete.
