Ugly text in Pictures

Sometimes Word distorts the text embedded in my picture objects. Usually it's
callouts. The text looks fine if I've opened the picture, but once I close
the picture, it looks very low resolution ("blocky") when browsing Word or
printing. How do I fix this?
