Unable to open email attachment

I have recently purchased and installed Publisher 2003 and have started to
receive Publisher 2003 files as email attachments (Outlook Express 6).
Double clicking on the attachment recognises the file as a Publisher document
and opens Publisher 2003 but then gives an error message saying "Publisher
cannot open file". No reason is stated. Saving the attachment and then trying
to open the file in Publisher 2003 doesn't work either. Any ideas please?
