Unable to open Outlook 2000

I'm getting the following error everytime I try to run
Outlook 2000:

"An OLE registration error occurred. The program is not
correctly installed. Run Setup again for the program."

I tried removing Outlook Express, repairing Outlook 2000,
removing and reinstalling Outlook 2000. Nothing I try
seems to get this program running again. Whats happening?
What is this error and how do I fix it?

You might try to edit the Registry to remove all OutLook
entries, after backing up the Registry!

I'm sure Microsoft has an article on how to do this in
it's Knowledge Base?

Did you reinstall Outlook Express? I don't know if that will solve the
problem or not but you will certainly have problems if OE is not
installed...Outlook needs it to function properly.
