unable to reply to emails or to send attachments

Client is running Outlook 2003. Outlook is configured with his Exchange
account as well as his POP account. He is able to send and receive with no
errors but is unable to REPLY to emails sent to him or send emails with
attachments. When he attempts either one of these he receives:The error is:
550 you are not allowed to send mail to (recipient). When he attempts to
reply or send attachment from his POP account using the web interface he is
able to do so with no problems. This leads me to believe it is an Outlook
issue and not a problem with his email account itself. No one else in the
company is having this problem. No changes have been made to his PC
recently. I also deleted and readded the account for good measure.
