Unable to send webpage or attachments

I am a new user of Outlook 2003 and am unable to send a webpage
directly to a recipient. I have tried HTLM and plain text formats,
send does not respond. It is fine if I copy and paste the url.
The same thing happens when I try to attach photgraphs directly from
Adobe Album send does not respond. I can go to the file and atach the
photos one by one and send them.
Am unable to figure out how to configure Outlook to accept an
attachement directly from the web or another program.
I use XP professional and Office 2003
