Unable to submit updates from Adjust Actuals

Hi

I have been trying to adjust a resources actuals , but am unable to
send the update to the manager.

I go to the adjust actuals , and put in his hours and click on 'Update"
actuals. But the hours still remain in red and does not change to blue.

Is this a bug ?
