Units of Measurement Default

I'm using Publisher 2002 with XP. I want to always work in inches but the
program defaults to centimeters. I have to go in every time to change it.
How do I get the setting to be in inches permanently?

This is a control panel selection. Regional and Language Options... Be certain you
have the correct country and measurement selected. (Customize button).
