unknown error 0x80040116

I have Outlook 2003 on a Windows 2000 box. I am using roaming profiles. When the user tries to send/recieve, they get the message: Unknown error 0x80040116. I have tried scanning the pst file and repairing, and reinstalling office. All updates are installed for both Windows and Office. I am also in the process of resetting the profile to see if that may be the problem. I actually got it working once for a little bit by making a new pst file, but as soon as I created a address book (no entries) the problem started again. If I log on as another user on the same computer, no problem. Any ideas?
