Unprotected for mail merge

I have a template with form fields. In one of the unprotected sections of
this template I have mail merge fields. When the template is protected the
mail merge toolbar is disabled.

Is there a way to have the template protected but with the mail merge
facility enabled?

Any solutions greatly appreciated.

What are you trying to do that uses a form for mailmerge? This doesn't make
any obvious sense as you describe it.
