Update Outlook to SP3

How can I update outlook on my windows 98 SE clients to
SP3? I keep getting a message saying the update can not
run. It does work fine on my windows W2k machines. I also
need help getting my clients to send messages to an
external pop server though a profile that is already
configured to support an exchange connection.
