upgraded from outlook express to outlook, cant receive mail help

Somebody help im going mad, have done all that MS is instructing via web,
still cant receive mail

First, Outlook is not an upgrade from Outlook Express. They're separate
applications. Second, you give no version numbers and list no symptoms, so
how do you expect anyone to help?
