User cannot get database items when offline

Envirionment is Office 2003 - I setup a shared BCM database in an office of 4
users. The shared (main) database is on a networked workstation and 3 other
machines in the office (all notebooks) can access the data when in office
online. But once the notebooks go offline the data in not available. What
needs to happen so that the local machines' BCM database keep a copy of the
data when off of the network? I am not sure what I missed in the instructions
for setting up the share.
