Using 7 Custom Backgrounds with Standard PP Layouts

I have PP 2003. I want to create set of 7 related background that users can
use in creating presentations. I want them to be able to use any of the 7
backgrounds with any of the 27 layouts that PP makes available when you click
on "inset new slide." Is this possible? How do I do it? I thought I did it
and I have a POT file in which I can see all 7 backgrounds when I click on
"view master, slide master." But when I go to create a presentation, I only
see one of the 7 backgrounds and can't get to the others.

After inserting the new slide go to Format > Slide Design. In the Task Pane at
the right, select the background of your choice under "Used in this
Presentation" and that background will be applied to all slides. However, you
may want to hover over the thumbnail and then click on the arrow on the right
and choose "Apply to Selected Slides". This allows you to use multiple
backgrounds within a presentation.
