Using Archive on the Public folders

Exchange server 5.5 sp4.

When I use the archive under the outlook 2000 file menu to
archive the public folders, everything works as it should.
I archive anything older than X to a .pst file and it
creates the structure in the .pst file. When I do the
exact same thing using outlook 2002, I get an error
message "the selected folder cannot be archived". I have
owner rights to all of the folders and am also the
administrator on the exchange server.

Any suggestions would be appreciated.
