using code to adjust format

I have a report that has a picture on it. I would like to draw some circles
on the report based on data. I can draw the circles ok, but they always end
up behind the picture. I would like to use code to perform the "Bring to
front" or "Send to Back" format command on the menu. I can't find a way to
do it.

Any help would be appreciated.
