Using fill and background colors

I'm trying to create a web page and I'm using a curved line to seperate the
page in two. I would like to fill one half of the page w/ colour but it seems
that publisher only allows you to fill the actual curve of the line itself
and not the entire section of the page. I don't know if I'm explaining myself
correctly...please help!!!!!
